Mnangagwa Appoints Tribunal To Probe Zacc Mouthpiece Commissioner Makamure

President Mnangagwa has sworn in a tribunal to probe Zimbabwe Anti-Corruption Commission (ZACC) spokesperson Commissioner John Makamure over allegations of gross misconduct.

This is in terms of section 237(2)(c) of the Constitution of Zimbabwe which provides that a member of an Independent Commission may only be removed from office on the ground that the member concerned has been found guilty of gross misconduct.

Appointed as a Commissioner of the corruption watchdog in 2019, Makamure is also linked to undisclosed criminal offences.

The tribunal has been given a mandate to complete investigations within five months after it is fully constituted.

According to a government notice seen by Nhau/Indaba, the tribunal will be chaired by retired Justice Maphios Cheda while secretarial duties will be handled by Justice, Legal and Parliamentary Affairs Secretary, Virginia Mabhiza.

Other members of the tribunal include private prosecutor Charles Warara and lawyer Regai Thandiwe Hove.

Mnangagwa swore them in at State House Monday afternoon.

Part of their mandate includes investigating whether or not Makamure failed to disclose his interest as the founder and trustee of the Southern African Parliamentary Support Trust (SAPST) whose objectives are allegedly inconsistent with the functions of the ZACC and Government.

They are also to probe whether or not Makamure failed to disclose his involvement in political activities which is inconsistent with the duties and functions of a ZACC Commissioner.

Makamure also faces investigations to determine whether or not he directed one Lee Sung to fund his political campaigns in Gokwe, in return for his protection.

The process will also be used to determine whether or not his conduct can be deemed to be tantamount to gross misconduct.

The nature of criminal offences he might face are yet to be revealed but Information Secretary Nick Mangwana, Monday morning confirmed that the Zimbabwe Republic Police was carrying out investigations through a tweet.

“The @PoliceZimbabwe are investigating and are going to issue a statement when they have the facts. At the moment I have no facts and it will be premature for us to issue a statement from a position of ignorance.” Nhau/Indaba
