Mnangagwa warns heads of ministries

Heads of Government ministries have been warned against being self-centred and enriching themselves at the expense of the taxpayer, Nhau reports.
Officially launching performance contracts for heads of ministries and the E-enabled Whole of Government Performance Management System on Friday, Zimbabwean President Emmerson Mnangagwa said public servants must always serve the people.
The launch was in fulfilment of the Constitution, which directs the State to adopt and implement policies and legislation to develop efficiency, competence, accountability, transparency, personal integrity and financial probity in all institutions and agencies of Government at every level and in every public institution.
“Let me once again emphasise that public servants must always serve the people humbly and wholeheartedly. Under the Second Republic, there is no room for heads of ministries, who are pompous, proud and self-centred, or those who prioritise their own benefits ahead of delivering services to the people,” Mnangagwa said.
His comments come in the wake of widely reported rampant corruption by some civil servants and his own ministers.
Ironically, this week Government assumed the US$341 million Air Zimbabwe debt, which is largely believed to be a result of inefficiency, incompetence and looting.
This is seen as rewarding failure.
Mnangagwa also promised to deal with all bureaucratic systems stalling progress in Government ministries, which frustrate the taxpayer.
“In pursuit of this constitutional requirement, and also driven by the desire to deal effectively with the traditional problems of bureaucratic lethargy, my Government is implementing various economic and governance reforms to strengthen performance management throughout the public sector. Bureaucracy and old ways of doing business and resolving problems have no place under the Second Republic.”
A Tripartite High Level Forum on public sector reforms and management, made up of the Office of the President and Cabinet, Public Service Commission, and Ministry of Finance and Economic Development, will take charge of the programme.
Chief Secretary to the President and Cabinet Dr Misheck Sibanda will provide policy and strategic direction, Public Service Commission Chairman Dr Vincent Hungwe will ensure the requisite human resources strategy is in place while Secretary for Finance George Guvamatanga provides resources.
Mnangagwa said the performance contracts will improve efficiency in service delivery to the public by ensuring that holders of public office are held accountable.
“Performance contracting will also be extended to heads of Parastatals and State Enterprises as well as local authorities in view of the devolution agenda that seeks to promote the development of provincial economies,” Mnangagwa said. Nhau/Indaba
