ZACC Bites Norton Finance Director

The Zimbabwe Anti- Corruption Commission (ZACC) has arrested Norton Town Council Finance Director, Stephen Tendaupenyu for breaching tender procedures.

Tendaupenyu is facing charges of allegedly “flouting procurement procedures during the acquisition of roller compactors for the local authority”.

ZACC spokesperson Commissioner John Makamure in a statement said:

“The arrest of Tendaupenyu follows the spot check carried by ZACC’s Compliance Unit as part of the Commission’s intensification of prevention of corruption programmes.” 

Makamure alleged that in 2017 Norton Town Council wanted to purchase a roller compactor from Pollida Ventures but no contract was signed.

“… on 25 August 2017 an adjudication process was done and Polladi Ventures won the tender but no contract or memorandum of agreement was signed. A draft contract was prepared with the terms and conditions that Norton Town Council will pay upon delivery of the roller compactor.”

According to him, six companies responded to the tender and a valuation committee was selected to assess the company.

“Unfortunately Polladi Ventures was the lowest in terms of historical performance of the equipment offered but still won.”

This anomaly led to his arrest.

Tendaupenyu was granted bail on August,5 2021 at the Norton Magistrates Court .
